SECTION 3 - SERVICE AND RATE DESCRIPTION
3.1 Switched Message Service
3.1.1 General Description
Switched Message Service offers Customers the use of the communications facilities shared among multiple users.
When a Switched Message Service call is established in one time-of-day rate period and ends in another, the rate in effect during each rate period is applied to the portion of the total call occurring during that rate period.
3.1.2 Rates for International Message Telecommunications Service
Types of Offerings
Direct Dial International Message Telecommunications Service is available at the rates listed in 3.1.3.
(a) Determination of Duration
- (i) For Direct Dial calls chargeable time begins when the connection is established between the calling station and the desired telephone, attendant board, or private branch exchange console.

(ii) Chargeable time ends when the connection is terminated.
- (iii) Chargeable time does not include the time lost because of faults or defects in the service.
(b) Calculation of Billable Time
The initial period or fraction thereof is subject to the initial period rate.
(c) Initial Period
The initial period for Direct Dial service is thirty (30) seconds.
(d) Additional Period
The additional period for Direct Dial calls is six (6) second increments.
(e) How To:
International calls may be dialed directly. First, dial the country code ‘011’, City Code, and then the local telephone number. For example, a call to Naples Italy you will dial 011 (International #), 39 (Italy), 81 (Naples) and then the local number (011-39-81-local number).
